At the time of this writing, little has been revealed about the carmine skin hulking monster known as the
Red Hulk.
But we know that
Rulk, as he's called for short, was created by the
Intelligencia (a group made of by the smartest super villains in the Marvel Universe, whose members include the
Leader and
M.O.D.O.K.)
Using a combination of gamma radiation and cosmic energy, the evil doers were able to turn a man (whose identity is unknown still after more than two years from the monster's first appearance) into a being of such might that not only rivals that of the original "green" Hulk, but seems to surpass it.

The Red Hulk has no friends, and no remorse to kill his enemies.
He guards his secret identity, and of his own agenda, very jealously.
His main mission is to destroy the Hulk, but after failing in his first attempt, the Intelligencia doubted of his value, and created a replacement: Enter the
Red She-Hulk.
Red Hulk and "Rulka" (the Red She-Hulk) have fought but there has been no clear winner, which says a lot about the lady (Rulk "smashed" the Mighty God of Thunder
Thor once).
Though unsuccessful first, Rulk was able to kill the Hulk (plus the
Silver Surfer,
Terrax, and others...) during a confrontation organized by the
Collector and his brother the
Grandmaster (another victim of Rulk!)
But Hulk (and the others) were revived soon after.
Finally, Rulk accomplished his goal by "vanishing" the Hulk, that is, absorbing his gamma energy, "curing" Bruce Banner, no longer was able to become his longtime green alter ego.
Yet after achieving his main purpose, Rulk saw as the Intelligencia went against him, and had to partner with his most hated enemy, Bruce Banner himself, to survive and counter-attack.
Which brings us to World War Hulks, a mega event where Rulk and Banner have a tough time against the Intelligencia who seem to have victory all too-well figured it out.
But Bruce Banner ultimately outsmarts the villains and defeats them, not without the aid of Skaar, Mastermind Excello, A-Bomb, the Red She-Hulk, and some of the smartest men like Reed Richards and Hank Pym.
Using Doc Samson's cathexis ray device, Bruce Banner is again transformed into the Hulk.
And we learn the secret identity of the Red Hulk: Thunderbolt Ross (!)
And who the Red She-Hulk is: Betty Ross (!)
Apart from his renage ways, the Red Hulk takes the heroic path and becomes an Avenger.
